Registration and deposit
Register online at the RealAuction vendor site (pinal.arizonataxsale.com) at least one day before the sale. Create a username and password to be assigned a bidder number, then submit an initial deposit by wire or ACH (the greater of $500 or 10% of your anticipated bid) at least one day prior. ITIN, IRS Form W-8, and other non-US registration types are not accepted. Bidding opens at the 16% statutory maximum and is bid down; the certificate is awarded to the bidder accepting the lowest interest rate.
The sale runs in timed batches on sale day (first batch closes 8:00 am MST, successive batches close hourly, final batch closes 4:00 pm MST). Winning bidders must check out and pay by wire or ACH within 24 hours of the sale close. The parcel list is published in the county's newspaper of general circulation about two weeks before the sale and posted on the vendor site for viewing and bidding. County-held certificates not sold at auction can be bought online from about the first week of March through the end of December at the full 16%. Arizona holds no county tax deed auction. A certificate holder who is not redeemed can foreclose the right to redeem in court, starting three years after the sale, to obtain a treasurer's deed.
Over-the-counter (leftover) purchases
Liens that receive no bid are struck to the state. Any person may later buy a state-held certificate over the counter by assignment from the county treasurer, paying the amount due plus subsequent taxes and a small assignment fee. Assigned state certificates earn the full 16 percent.

- Arizona is a tax-lien state: Pinal County sells tax lien certificates each February and issues a Certificate of Purchase; there is no county tax-deed auction (A.R.S. Title 42, Chapter 18).

- The owner or any interested party can redeem the lien at any time until the right to redeem is foreclosed by the court. A certificate of purchase holder cannot begin a foreclosure action until three years after the sale, and the lien becomes void if no foreclosure is commenced within ten years after the month the certificate was acquired.
