Hawaii over-the-counter tax liens

Hawaii runs no statewide over-the-counter route: unsold inventory goes back to the next sale. Tax Sale Atlas holds this for all 4 Hawaii counties, read from ROH 8-5.2 and checked Sep 27, 2026.

Unsold liens and parcels do not disappear, but Hawaii runs no standing over-the-counter program. Here is what happens to the inventory nobody bought, and where to watch instead.

Why Hawaii has no over-the-counter list

No Hawaii county sells tax-sale parcels over the counter and none holds certificates for sale. The codes provide only for postponing a sale for want of purchasers and abandoning the sale of a parcel that draws no sufficient bid; the lien stays with the county and the parcel can be offered at a later sale.

Does Hawaii publish a lands-available list?

No lands-available or struck-off list was found in any county.

Because there is no standing list, Hawaii inventory reaches investors through the scheduled auctions instead. Check the county pages for each county's sale calendar, and compare against the states that do hold land off-auction before trusting any list marketed as an Hawaii over-the-counter list.
