Registration and deposit
Register in person the morning of the sale (8:00 to 8:45 a.m.), or pre-register by completing the Bidder Form, W-9, and Statement of Ownership Options and emailing them to Treasurer Services Supervisor Veda Cota at [email protected]. Winning bidders pay by cash or cashier's check at the time of the sale.
Investors bid down the interest rate (not the tax amount) and receive a Certificate of Purchase, becoming a silent lien holder with no right to contact the owner or enter the property. A $10 non-refundable administration fee and a $30 non-refundable recording fee apply to each tax lien purchased. Unsold liens may be bought over the counter after the sale for $30 each. The owner has three years from the first offering to redeem before the lienholder may hire an attorney to start foreclosure. The delinquent list is posted on the Treasurer's FAQ page as an Excel file and printed in the Payson Roundup (the county's authorized publication) in two late-January editions, and is also available at ananews.com. From lien to deed
Arizona holds no county tax deed auction. A certificate holder who is not redeemed can foreclose the right to redeem in court, starting three years after the sale, to obtain a treasurer's deed.
Over-the-counter (leftover) purchases
Liens that receive no bid are struck to the state. Any person may later buy a state-held certificate over the counter by assignment from the county treasurer, paying the amount due plus subsequent taxes and a small assignment fee. Assigned state certificates earn the full 16 percent.
