No Oklahoma county sells a tax lien certificate, or any other interest-bearing instrument, to a private investor. The county treasurer collects delinquent taxes and, once the three-year clock in 68 O.S. 3105 has run, sells the parcel itself at the June resale.

The annual resale opens on the second Monday of June. 68 O.S. 3125 directs the county treasurer to sell unredeemed real estate at a resale "which shall be held on the second Monday of June each year in each county", and an amendment effective November 1, 2025 adds that a resale "conducted through an online auction" instead starts "on a date and time set by the county treasurer during normal business hours within the full week of the second Monday of June". Bidding continues from day to day until every parcel has been offered and the treasurer concludes the sale.

Sale format and venue
Logan County names no online auction vendor, so plan on bidding in person at the Treasurer's office in the Logan County Administration Building, 201 County Way, Room 400, Guthrie. 68 O.S. 3129 keeps the resale at the treasurer's office between 8 a.m. and 5 p.m., running day to day, sold at public auction to the highest bidder for cash or certified funds. The same section, as amended effective November 1, 2025, now lets an Oklahoma treasurer move the June resale online and hire a firm to run it with the auctioneer's cost added to each parcel, so ask the office whether Logan has taken that route before you travel. Every parcel must reach two thirds of its current assessed value or the total taxes, penalties, interest and costs, whichever is less, and a municipality holding liens can require a higher reserve. The resale parcel list runs as a legal notice in a county newspaper once a week for four consecutive weeks before the sale under 68 O.S. 3127, and the Treasurer also mails notice to the record owner and to mortgagees of record at least thirty days out. Over-the-counter (leftover) purchases

Oklahoma has no certificate to buy over the counter. What a county can sell between resales is its own stock of parcels bid off at a past resale and held by the board of county commissioners. There are two routes. A buyer can submit a bid to the treasurer, who then advertises it once in each of the three consecutive weeks before a stated sale date; on that date the parcel goes to the highest competitive bidder for cash or certified funds, or back to the original bidder if nobody outbids them. Or the county can hold a periodic auction of its resale stock at a time the treasurer sets. Either way the sale needs the approval of the board of county commissioners, a bid below the taxes owed at the original resale also needs the county excise board, and the buyer covers advertising, sale costs and the recording fee on top of the bid. Counties usually publish this inventory as a county-owned property list, on no fixed schedule.

  • Logan County moved its Treasurer, Assessor, County Clerk, Commissioners and Emergency Management out of the courthouse at 301 E Harrison in October 2025. Those offices now sit in the Logan County Administration Building at 201 County Way in Guthrie, while court services stayed at the courthouse. Because 68 O.S. 3129 holds the resale at the county treasurer's office, go to 201 County Way rather than the old courthouse. The Treasurer is Sherri Longnecker and the office is open Monday through Friday, 8:00 a.m. to 4:30 p.m.
  • A parcel reaches the June resale after three years of unpaid taxes, not two. 68 O.S. 3105 sends real estate to the resale where taxes "have been unpaid for a period of three (3) years or more as of the date such taxes first became due and payable". Until the treasurer executes the deed, the owner or anyone holding a legal or equitable interest can redeem under 68 O.S. 3113 by paying the delinquent sum with interest and costs, so a bid is never final until the deed issues.
  • The resale deed carries strong title with two limits worth pricing in before you bid. 68 O.S. 3131 vests "an absolute and perfect title in fee simple", cancels the delinquent taxes, assessments, penalties and any outstanding tax sale certificates, and bars any action to set the deed aside twelve months after it is filed for record, subject to claims the state may hold. 68 O.S. 3119 limits what passes to "only the surface and surface rights and mineral interests owned by the owners of the surface rights", so severed minerals do not come with the parcel. A mortgagee the Treasurer failed to notify keeps its mortgage against the property, and a person under legal disability keeps one year after the disability ends to redeem.
  • Parcels that draw no qualifying bid at the June resale are bid off in the county's name and move onto the county-held inventory, which the Treasurer publishes with a written bid procedure. A buyer files an information sheet and County Bid Form at the Treasurer's office and deposits the bid plus the posted advertising and deed filing charges, listed as $135.00 and $28.00, into trust; confirm the current amounts with the office. The parcel is then advertised three times, usually three consecutive Thursdays, in the Logan County Courier, with the sale set for the following week. The highest bidder at that sale wins, the bidder or a representative should attend, and the Board of County Commissioners must approve the sale before the deed is recorded. Losing bidders are refunded, and a bidder whose sale the Commissioners reject is refunded everything except the advertising cost. Several entries on the list are county facilities such as the fairgrounds and district barns and are marked as not open to bids.
  • The Treasurer's website is one page in a network that carries most Oklahoma county treasurers, so confirm the header reads Logan County before acting on any date or document you open from it. Logan County posts no separate resale calendar of its own, which makes the statutory second Monday of June and a call to 405-282-3154 the reliable way to pin the current year's sale.

Oklahoma rules

Redemption
Oklahoma gives the owner a long runway and then a hard stop. Redemption is open from the moment the taxes go delinquent right up to the start of the resale auction, which is three years or more. Once the auction begins, the right is gone: there is no post-sale redemption period, no owner buyback window and no premium for the buyer to collect, which is what separates Oklahoma from a redeemable-deed state such as Texas or Georgia. The single exception is for a person under a legal disability. A minor, or a person who is incapacitated or partially incapacitated, may redeem within one year after the disability ends, and 68 O.S. 3131(A) repeats the same one-year window after removal of the disability. The statute says in terms that incapacity here means mental incapacity only and that physical disability is not covered.
Deed deposit
Oklahoma sets no statewide deposit percentage and no statutory bidder registration. The statute requires payment in cash or certified funds, and permits online payment where the resale is run online. Counties run this as a cash sale with registration in the days before. Comanche County registered bidders from May 26 to June 5, 2026 and again from 8:30 a.m. on sale day, took cash or cashier's check on deposit in trust only through June 2, and told bidders they must have cash in hand at the moment of bidding. Oklahoma County ran the same shape with a wire cutoff of June 4 and a cashier's check cutoff of June 1. Confirm the county's registration window, accepted funds and cutoffs before travelling.
Surplus proceeds
When a parcel sells for more than the taxes, penalties, interest and costs due on it, the treasurer notifies the Oklahoma Tax Commission within 30 days. The Tax Commission has 60 days to report any outstanding state tax liabilities attached to the parcel, whether or not a tax warrant was filed, and the treasurer remits to it the lesser of those liabilities or the excess proceeds. Whatever is left is held in a separate fund for the record owner as of the date the resale began, and may be withdrawn any time within one year. Any assignment of the right to those excess proceeds made on or after the day the resale began is void, which closes the courthouse-steps surplus assignment trade. Money not claimed within the year is credited to the county resale property fund.
